Reporting directly to the president, the Provost and Executive Vice President (“Provost”) is the second-ranking officer of the University. As the University’s chief academic officer, the provost works collaboratively and in close coordination with deans of each of the professional schools to provide leadership and oversight in the development and implementation of all plans, policies, and procedures that support and advance the University’s academic strategies and priorities in alignment with our mission, strategic plan, and accreditation standards both at the school and institutional level. The provost reviews all academic appointments and makes recommendations to the president on all promotion and tenure decisions. Together with the president, the provost is responsible for nurturing and preserving a collegial, effective, and productive shared-governance relationship with the faculty, staff and student senates. The provost is the University’s chief strategy officer and oversees strategic planning at the institutional level. The provost is the University’s liaison to the Maryland Higher Education Commission, the University System of Maryland, and other external agencies and organizations.
Reporting to this position are the Office of Institutional Effectiveness, the Health Sciences and Human Services Library (HSHSL), the Faculty Center for Teaching and Learning, the Center for Technology Information Services, the Office of Accountability and Compliance, the Office of Research Integrity, the Conflict of Interest officer, the Human Research Protection Program, the Office of Education and Equal Access (including Title IX), the University Ombuds, and the operations and finances of the Division of Academic Affairs. Also included in the provost’s portfolio is Campus Life Services, which is charged with executing a co-curricular learning environment for students as a complement to their academic programs and providing prompt and easy access to effective, responsive central student services. Services include Student Financial Assistance and Education, the University Registrar, the Student Counseling Center, the Center for Global Engagement, and International Scholar and Student Services, which coordinates student disability support, manages a writing center, and coordinates student government and student group activities.

Essential Duties and Responsibilities
  • Serves as a visible and trusted member of the president’s Executive Cabinet and the principal advocate for institutional decision-making and resource allocation models that are centered on achieving academic excellence across all academic programs.
  • Serves as the institutional expert, resource, and thought leader on the contemporary and validated approaches to establishing an academic culture and environment that values and embraces both traditional, innovative, and emerging trends to teaching and learning within the context of graduate and professional education.
  • Provides leadership and engages collaboratively with the deans and the academic leadership of all seven schools to advance the educational agenda of the University, ensuring that the appropriate central support infrastructure is in place to promote an optimal teaching and learning environment for UMB’s educators and students.
  • Provides leadership and engages collaboratively with the deans to adopt strategies that fosters education, awareness, and actions that promote a more diverse, equitable, and inclusive teaching and learning environment.
  • Oversees a portfolio of academic services including academic planning and accountability, academic policy development, faculty affairs, the proposal and development of new academic programs, and management of and reporting about accreditation and program review.
  • Oversees Board of Regents policies on faculty affairs including, but not limited to, appointment, rank, and tenure of faculty, faculty grievances, sabbatical leave, professional commitment of faculty, academic integrity, misconduct in scholarly work, conflict of interest in research and development, and workload.
  • Advises the president and deans on the development of appropriate academic school policies as required by governing board policy or accreditation standards.
  • Oversees the Health Sciences and Human Services Library, which provides the information and knowledge infrastructure for the education, research, and service endeavors of the campus.
  • Serves as dean of the interdisciplinary Graduate School.
Qualifications
Education: Earned doctorate in the social or health sciences, higher education, ethnic studies, law, or a related field from an accredited institution.
Experience:
  • A scholar-practitioner who embraces teaching, learning, and research and possesses the qualities that would garner the respect of the faculty and academic leadership.
  • An intellectual leader; a distinguished teacher, scholar, and academic visionary who can articulate the transformative potential of university research, education and service.
  • A highly developed understanding of academic values and culture; an appreciation for scholarly work and a history of support for academic excellence, and the desire and ability to provide intellectual leadership on campus.
  • Minimum of 10 years of progressive academic leadership experiences across multiple facets of higher education administration.
  • Minimum of 10 years of experience teaching graduate and professional students in a traditional, hybrid, and online environment and in developing professional masters and other post-baccalaureate credentials for adult learners.
  • Minimum of 10 years of experience leading, coordinating, and monitoring strategic planning activity, results, and impact at the enterprise level.
  • Minimum of 10 years of experience overseeing accreditation policies and activity at a university level. Experience developing an accreditation self-study report, coordinating a site visit, and serving as an accreditation evaluator is preferred.
  • Demonstrated experience working within a university system structure and model influencing policies and procedures and advocating for graduate and professional education with system leaders, state officials, and legislators.
  • Demonstrated experience overseeing an academic compliance and risk management program at the institutional level.
  • Demonstrated track record in advancing diversity, equity, and inclusion strategies that promote success for students and faculty.
  • Demonstrated success developing, promoting, and supporting global educational partnerships.
  • Strong knowledge and expertise pertaining to student development and support theories and best practices.
  • A contemporary and deep awareness and understanding of the national trends and issues specific to graduate and professional higher education.
  • A sound appreciation for and knowledge of the trends impacting undergraduate education and the ability to project and articulate the likely impact of those trends on graduate and professional education.
  • An experienced agent for change with experience in organizational development, team building, and coalition leadership.
  • A seasoned administrator with experience leading programs to new levels of excellence, impact, and innovation.
  • An experienced leader accustomed to interacting with local community leaders as well as with government and business leaders.
  • A skillful budget executive who can maximize impact and results through responsible and careful stewardship of funds.
  • Exhibit excellent interpersonal and communication skills and well-developed problem-solving skills.
  • Ability to thrive in a highly fluid, fast-paced, change-oriented environment.
  • Demonstrated cultural humility and respectful attitude towards individuals of other cultures and orientations.
  • A motivated person of great enthusiasm and integrity.
