POSITION SUMMARY:
The Contracts Manager of the Grants and Contracts Office leads and provide guidance and administration for the entire life-cycle of activities related to the Cystic Fibrosis Foundation’s portfolio of contract awards, including industry and biopharma entities throughout the United States and abroad. Using contracts expertise, the Contracts Manager uses advanced expertise and knowledge of the contracting process to serve as point of contact for the Therapeutics Development Award program staff to provide solutions for issues and areas related to budget and compliance concerns. participates in meetings with Medical Research staff and provide suggestions, metrics, reports and approaches and solutions to areas of concern.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Use expertise to ensure Standard Operating Procedures and other contract administration processes are effective, in compliance with applicable regulations, and in alignment with Foundation policies.
- Manage maintenance of contracts filing system for the Grants & Contracts Office to meet legal and auditing requirements.
- Facilitates contract data collaboration activities between Program Management (Quorra) and Financial (Workday) departments.
- Collaborate with Pre- and Post-award Managers and other Foundation staff in the development and yearly maintenance and ad hoc improvement to the GMS Contract RFA guidelines, pre-award and reviewer processes and post award procedures.
- Provide leadership to contract support staff for GMS testing, including pre-and post-award process flows.
- Oversees and leads maintenance of tracking sheets, metrics and other data tables to contribute to monthly and ad hoc reports.
- Attend intra-department meetings, such as Therapeutics Development Program meetings, and weekly Contract meetings to serve as expert resource for contract administration issues.
- Lead team in all aspects of work.
- Collaborate with internal departments, including: Finance, Accounts Payable, and Communications to drive strategy and meet business goals
- Leads training and provides project management expertise to program staff, applicants, and recipients as applicable.
- Serve as a Point of Contact and Review Detailed Budgets and Budget Justifications of incoming contract applications for administrative and regulatory compliance; follow up as necessary to resolve issues.
- Reviews and updates invoice deliverable schedules in collaboration with Program staff.
- Leads preparation of invoice approval packets and reviews incoming invoices for compliance prior to approval and payment.
- Oversee staff preparation of monthly invoices to companies and organizations utilizing services of DSMB and PRC committees; collaborate with Finance to track monthly income.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
- Experience:
- Bachelor’s Degree required.
- Six (6) years relevant work experience in contracts administration.
- Experience working with contracts, financial and grants management systems.
- Able to demonstrate an understanding of regulations applicable to grants and non-profit organizations.
- Previous supervisory experience.
- Grants Management certification and/or Project Management certification a plus.
- Customer Service: Able to take initiative, demonstrate a customer service focus, exercise discretion, and maintain confidences
- Communication Skills: Ability to communicate effectively in person, on the phone, and in writing with Program and Grant Officers and with staff at all levels having varying degrees of understanding of relevant regulations and procedures
- Computer: Advanced computer skills, including the use of Microsoft Office; experience with grants management, accounting and financial reporting systems is required in order to qualify for this position
- Organizational Skills: Proven ability to organize priorities during levels of high demand and meet agreed upon deadlines for multiple constituents; able to maintain related electronic and paper records; able to delegate responsibilities and guide staff to meet deadlines
- Problem-solving Skills: Must be able to demonstrate attention to detail and accuracy; serve as a resource for staff to address difficult issues. Relies on experience and judgment to plan and accomplish assigned tasks and goals.
- Teamwork: Works together as part of a team, cooperates and uses personal contributions to promote success of the team; focuses on group results and guides staff in creating a collaborative work environment
- Regulatory: Stays up to date on applicable administrative and financial regulations and able to apply them to daily work processes; monitors and guides staff to ensure compliance
REPORTING RELATIONSHIPS: Reports to the Director, Research Administration. Will manage one direct report.
WORKING CONDITIONS:
- Normal office environment with little exposure to excessive noise, dust, and temperature.
- No heavy lifting required.
- Minimal travel (e.g., 2x/yr.) to conferences and meetings, as necessary.

Colorado residents: the Cystic Fibrosis Foundation is headquartered in Bethesda, MD, however this role can be performed on a remote-basis. For candidates who reside in Colorado, we offer a salary range of $84,500 - $105,600, commensurate with experience. The salary for other locations will be based on the local labor market and commensurate experience.
